This glamour is a parody - or rather an inspiration - of the 'Magical Girl' genre often found in anime culture. The starting gear for Miqo'te happen to mix very well with the Songbird attire, which gives birth to Princess Red, leader of the eorzean magical girls! As implied, this glam is designed around female Miqo'te, yet may be worn by their male counterparts as well, and can even be re-colored to an individual's needs. The bow is a stock and can be replaced with any weapon.
